The Hong Kong Commodities and Energy Association (HKCEA) warmly welcomes the Chief Executive’s announcement of Hong Kong’s First Five-Year Plan and the 2026 Policy Address, which set out a series of visionary and concrete measures for maritime, port and logistics.

Key initiatives include Green Energy Corridors with Chinese Mainland cities, a half-rate tax concession for physical commodity trading, a dual ship registration arrangement, a smart and green transformation roadmap for the Kwai Tsing Container Terminals, green shipping corridors, blockchain-enabled Port Community System tracking, new partner ports, and a “brother port” relationship with Shanghai.

These measures will significantly reinforce Hong Kong’s status as an international maritime centre. HKCEA expresses particular gratitude to the HKSAR Government for introducing the half-rate tax concession for physical commodity trading, and looks forward to our continued partnership in realising our shared aspiration of developing Hong Kong into a global maritime capital.
